(BOC) was incorporated in 1989 as a not-for-profit credentialing agency to provide a certification program for the entry level athletic training profession. The BOC establishes both the standards for the practice of athletic training and the continuing education requirements for BOC Certified Athletic Trainers (ATs). The BOC also works with state regulatory agencies to provide credential information, professional conduct guidelines and regulatory standards on certification issues. The BOC also has the only accredited certification program for ATs in the United States and has mutual recognition agreements with Ireland. BOC Vision The BOC exists so that health care professionals worldwide have access to globally recognized standards of competence and exceptional credentialing programs that support them in the protection of the public and the provision of excellent patient care. Accreditation in BBB is by invitation to companies that, at a minimum, have been in business for at least one year, have demonstrated sound business practices and meet the BBB accreditation standards. To be accredited by the BBB, an organization affirms that it meets and will abide by the standards of building trust, advertising honestly, telling the truth, being transparent, honoring promises, being responsive, safeguarding privacy and embodying integrity. INTRODUCTION2 INTRODUCTION Letter from the BOC Board of Directors President and BOC Chief Executive Officer Our profession faced many challenges during 2020, impacting Athletic Trainers (ATs) and their families. We acknowledge the struggles many have faced and remain open and available to assist our stakeholders, as needed. During these unprecedented times, the BOC has remained focused on the health and safety of our staff, BOC Board of Directors, committees, task forces, council and all of our volunteers. We commend the BOC staff for transitioning successfully to a remote work environment, essentially overnight, without sacrificing service to our stakeholders. We are grateful for our many volunteers who have continuously worked virtually with us to assist in the essential work of the BOC throughout the year. Whether through Zoom, Go-To-Meeting or Microsoft Teams or simply over the phone, the work of our talented staff and dedicated volunteers continued to produce successful results for our programs. Without the expertise and assistance of our many volunteers, we would not be able to do the important work of the BOC. During their March meeting in Omaha, the BOC Board of Directors participated in a full governance audit. In addition, the board took part in a strategic planning retreat during their July virtual meeting. A key accomplishment by the board this year was the production of a brand new 2021-2023 strategic plan including these five priorities: advocate, elevate, collaborate, protect and innovate. In 2020, the BOC board formed the Inclusion, Diversity, Equity and Advocacy Strategies Task Force (IDEAS) to support the strategic priority of advocacy and will investigate inclusion, diversity and equity opportunities within the BOC and its related athletic training community to suggest strategic and deliberative advocacy and leadership development for future committees, policies and procedures. The BOC also remains active on the national scene protecting your certification and advocating for ATs with state and federal regulators. With your assistance, the Orthopedic Specialty Council conducted research via survey, collecting data to continue the development of the first athletic training specialty to be launched in 2021. Subsequently the Orthopedic Exam Development Committee worked to continue the development of the Orthopedic Specialty certification exam, while staff worked alongside our professional testing company to develop the first “Orthopedic Practice Analysis” (OPA) to be published in 2021. We remain dedicated to furthering our services to the ATs, candidates, regulators, educators and BOC Approved Providers we serve. This report is published to provide a global picture of the BOC’s work and its accomplishments on behalf of all our stakeholders. 2020 Highlights What’s New • Formed the IDEAS Task Force to support the strategic priority of advocacy and will investigate inclusion, diversity and equity opportunities • Transitioned BOC staff, board and volunteers to a remote work environment during the coronavirus (COVID-19) global pandemic without sacrificing service to our stakeholders BOC Board of Directors • Transitioned process for selecting AT directors to serve on the BOC board from public election to board appointment • Appointed Robin Y. Jenkins, MSW, DCSW, CPM as public director, Christina Eyers, EdD, AT, ATC as Athletic Trainer (AT) director and Katherine L. Dec, MD, FAAPMR, FAMSSM as physician director to the BOC Board of Directors3 INTRODUCTION Assessment • Administered 5,039 exams • Facilitated six total item writer meetings with work being done face-to-face, as well as remotely with successful blended meetings • Volunteer recruitment for the Exam Development Committee resulted in 60 volunteer applications received Credentialing • Certified 2,647 ATs • Developed and implemented Professional Goals Appraisal (PGA) and piloted the Competency Assessment Module (CAMS) (Mental Health) and Quality Improvement (QI) (Hand Hygiene and Facility Principles) Compliance • Completed 863 AT audits • Decided and/or closed 334 discipline cases • Submitted successful National Commission for Certifying Agencies annual report and achieved reaccrediation for another 5 years Regulatory Affairs and Advocacy • Assisted 17 states with their regulatory initiatives including review of rules/regulations and proposed legislation as well as providing data and letters in support of athletic training regulation • Supported Missouri in successfully updating their law Professional Development • Developed and launched new BOC Approved Provider webpage to create a clean, easy to navigate and intuitive resource for BOC Approved Providers • Created brand-new portal for BOC Approved Provider (This was part of Phase I for developing BOC360) • Revised the “Standards for BOC Approved Providers” into a more streamlined format Orthopedic Specialty Certification • Hosted webinar titled “The First Athletic Trainer Specialty Certification” to provide more information to the 345 in attendance and others who view it on demand via the BOC website • Facilitated the orthopedic specialty open comment period on the topic of orthopedic specialty eligibility and recertification requirements and received 2,606 responses • Completed the OPA Collaboration • Collaborated with over 150 BOC volunteers to work on BOC initiatives • Worked collaboratively with the AT Strategic Alliance to assist our stakeholders to problem-solve and keep everyone informed as changes happened during the COVID-19 pandemic • Presented information on Continuing Professional Certification at 2020 Virtual National Athletic Trainers’ Association (NATA) Convention session Sincerely, Anne M. Minton, MA, MBA BOC Chief Executive Officer Patrick Sexton, EdD, ATC BOC Board of Directors President4 2020 INITIATIVES • Completed an external audit of policies, procedures and bylaws to ensure the BOC Board of Directors and the organization function at the highest level. • Redeveloped and implemented an enhanced SqOne system for BOC staff and exam writers. • Developed and implemented PGA and piloted the CAMS (Mental Health) and QI (Hand Hygiene and Facility Principles). • Adapted as an organization to the COVID-19 global pandemic without sacrificing service to our stakeholders. This included transitioning BOC staff, board and volunteers to a remote work environment and efficiently adapting our processes. In addition, the BOC worked collaboratively with the AT Strategic Alliance to assist our stakeholders to problem-solve and keep everyone informed during the fluid situation. • Updated the process for selecting AT directors to serve on the BOC board from public election to board appointment. • Continued our membership with the Professional Licensing Coalition and the Professional Certification Coalition and supported Legislation H.R. 5339, the Freedom to Invest in Tomorrow’s Workforce Act. H.R. 5339. The bipartisan bill would amend the tax code to permit ATs and BOC exam candidates to use funds in 529 savings plans to pay for expenses associated with obtaining or maintaining post-secondary credentials. • Added “AT Specialties” section to the BOC website as a resource for more information on specialty certification. • Created the Denise Fandel Leadership Excellence Award to honor BOC retired chief executive officer. • Renamed the Public Advocacy Award to the Dave Montgomery Advocacy Award, in honor of our longtime BOC volunteer, board member and friend who passed away in July. 2020 KEY INITIATIVES5 2020 INITIATIVES • Appointed three new board members including Robin Y. Dec, MD, FAAPMR, FAMSSM as physician director to the BOC Board of Directors. • Exhibited at 2020 Virtual NATA Convention. The BOC virtual booth offered helpful resources and BOC staff were available via the chat function to answer questions throughout the conference. In addition, the BOC presented information regarding Continuing Professional Certification during a convention session. • Presented Dani Moffit, PhD, LAT, ATC and Dave Montgomery with the 2020 Dan Libera Service Award. • Hosted webinar titled “The First Athletic Trainer Specialty Certification” to provide more information on specialty certification to Athletic Trainers. • Formed the IDEAS Task Force to support the advocacy strategic priority and will investigate inclusion, diversity and equity opportunities. Cathy Ortega EdD, PT, ATC, OCS and Carla R. The PP&D Committee has jurisdiction over all BOC Certified ATs and both current and prospective BOC exam applicants. Both documents can be viewed on the BOC website. 56,5547 PUBLICATIONS PUBLICATIONS Cert Update The “Cert Update” is published in the summer and winter and mailed or emailed to ATs, depending on preference. It is also emailed to program directors, BOC Approved Providers, athletic training candidates and state regulatory agencies. AP Update BOC Approved Providers receive the “AP Update,” an e-newsletter that contains the latest information about CE, news from the BOC and trends in athletic training. Educator Update The “Educator Update” is emailed to program directors and educators providing news on the BOC exam, accreditation, student education and more. Regulatory Update The “Regulatory Update” is emailed to state regulators and shares important information with state regulatory agencies.Next >
