Testing Accommodation Handbook PUBLISHED AUGUST2026 EFFECTIVEMARCH/APRIL2027Testing Accommodations HandbookBOCATC.ORG 2 Introduction The Board of Certification (BOC), in adherence with the Americans with Disabilities Act(ADA, 1990, updated 2010), provides reasonable and appropriate accommodations for qualified individuals with a disability who supply appropriate documentation. The BOC follows guidelines set forth by the Council on Licensure, Enforcement and Regulation (CLEAR)and Institute for Credentialing Excellence (ICE). This handbook supportsall BOC exam candidatesor applicantsin understanding the ADA request and approval process. Reasonable accommodation providesa qualified individual with a disability with a fair and equal opportunity to demonstrate their knowledge and skill in the essential functions being measured by the exam. Reasonable accommodation should not fundamentally alter the purpose or nature of theexam or compromisethe validity or security of the exam. Reasonable accommodation isdecided based on the individual’s specific request, disability, documentation submitted and the reasonableness of the requested accommodation. The BOC does not discriminate based on race, gender, color, age, disability, religion, sex (including sexual harassment), pregnancy, national origin, marital status, veteran status, political affiliation, sexual orientation, gender identity, gender expression, genetic information, creed or any other basis protected by applicable federal, state or local law, ordinance or regulation. BOC reserves the right to revise the procedures outlined in this handbook. The confidentiality of all documentation submitted by the candidate or applicant is protected. The BOC will not pay any costs that a candidate or applicant may incur in obtaining the required diagnosis and recommendation(s). However, the BOC will pay for any reasonable exam-related accommodation(s) that are provided to the candidateor applicant.Testing Accommodations HandbookBOCATC.ORG 3 Standard Exam Administration for BOC Exams ATHLETIC TRAINER EXAM (ATC ® ) The BOC Athletic Trainer exam is an internet-based exam administered in Meazure Learning’s secure and proctored professional testing centers. Candidates are provided with four hours to complete the exam and the ability to take breaks as needed. Candidates are seated in an open room at workstations separated by dividers or carrels. Meazure Learning test centers meet the requirements for low noise, good lighting, and good ventilation. Proctors at each site are responsible for reducing noise as they are able; therefore, candidates can and should alert the proctor to any disruptions. Proctors can provide earplugsat most sites to assist candidates in reducing background noise. A note on ‘reduced distraction’ and ‘distraction-free’: private room accommodations are not soundproof,and Meazure Learning does not guarantee distraction-free environments. HealthCare providers will need to directly specify if a candidate needs a private room that is separate from other test takers and why (cannot be for a distraction-free environment). Examples of accommodations that may warrant a private room away from other test takers: a reader (either a person or reading software), or a candidate that needs access to medication during the exam. ORTHOPEDIC SPECIALTY EXAM (BCS-O ® ) The BOC orthopedic specialty exam is an internet-based exam administered in Meazure Learning’s secure and proctored professional testing centers or via Live Remote Proctoring (LRP) using Meazure Learning proprietary software. Applicantsare provided with three hours to answer 125 questions. If sitting at a Meazure Learning site, applicantsare seated in an open room at workstations separated by dividers or carrels. Meazure Learning test centers meet the requirements for low noise, good lighting, and good ventilation. Proctors at each site are responsible for reducing noise as much as they are able; therefore, applicants can and should alert the proctor to any disruptions. Proctors can provide earplugsat most sites to assist applicantsin reducing background noise. If using LRP, applicantsare required to meet system requirements in order to launch the LRP software. Applicants are required to confirm the testing space meets requirements during check-in. Not all testing accommodations provided in Meazure Learning’s professional testing centers are reasonable for LRP exams and therefore may not be available for that testing format. EXAM FEATURES AT MEAZURE LEARNING SITES -AVAILABLE TO ALL CANDIDATESOR APPLICANTS ‘Take a Break’ –Candidates or applicants may generally step away from the exam to go to the restroom or get water within the supervised exam area; however, the timer will continue to run. They will inform the proctor and click the “Take a Break” button. Candidates or applicants are not permitted to leave the supervised exam area or access personal belongings during a break. Upon return, candidates or applicants should click “Resume” to continue. ‘Flagged Questions’ –Candidates or applicants may encounter a question that they would like to flag for future review. To mark an item, click the flag icon on the left-hand testing toolbar while viewing that question. The flag icon will turn red. Flagging a question does not in any way affect your answer to that question, regardless of whether the question has been answered or not.Testing Accommodations HandbookBOCATC.ORG 4 "Flagged Questions" notes the number of flagged questions in the exam. The number of flagged questions changes as you flag and unflag questions. To navigate to previous or subsequent flagged questions, click the left or right arrow buttons. Alternatively, click on the underlined number to view a list of flagged questions. To unflag a flagged question, click the flag icon while viewing the flagged question. The flag button will turn blue. Earplugs- Many sites provide earplugs or headphones; however, candidates or applicants who are sensitive to noise distractions can bring their own foam earplugs. Thesewill be inspected by the proctor upon check-in. Qualified Individual with a Disability A “qualified individual with a disability” is an exam candidateor applicantwho has a disability that substantially limits a major life activity, but who otherwise can perform the essential functions, skills, or activity that BOC exams measure. An essential function, skill, or activity is one that individuals are required to perform, and removing that function, skill, or activity would fundamentally change the nature of any service, program, or activity that relies on that essential element. A person must be a “qualified individual with a disability” to receive a reasonable accommodation for a BOC exam. Disability: a physical or mental impairment that substantially limits one or more major life activities. 1 A diagnosis does not automatically mean that the person is disabled. Proof that the disability substantially limits one or more major life activities (outside of test taking) is the responsibility of the candidateor applicant. Reasonable Accommodation: modification, accommodation, or aid that ensures the examination results accurately reflect the individual’s aptitude, achievement level, or other factors intended to be measured by the examination rather than reflecting the individual’s impaired sensory, manual, or speaking skills. Test and performance anxiety are not considered a physical or mental impairment that substantially limits one or more major life activities. Candidates or applicantsrequesting testing accommodations related to anxiety should provide documentation related to an anxiety disorder that is more generalized and not specific to test or performance anxiety. Both the candidate’s or applicant’s statement and qualified health care provider’s diagnostic explanation should include examples of how the anxiety substantially limits one or more of the candidate’s or applicant’s major life activities. Testing accommodations requests based on individual learning styles, general learning differences, academic challenges, computer phobias, slow reading, test difficulty, or test/performance anxiety (see above paragraph) in and of themselves may not constitute a disability or impairment that is covered under the ADA. Reasonable Accommodation Review Process Reasonable accommodation requests must be received by the BOC no later than 5 p.m. CT on the registration deadline of the requested exam window. However, the BOC encourages candidates or applicants to submit their accommodation requests with their application to avoid delays. The application is due by the application deadline for any window and candidates or applicants with approved applications by the posted deadline will have access to the Registration form for the window. To request accommodations, a candidate or applicant must answer yes to the question, “Do you have a disability that will require special accommodation(s) in order for you to take the BOC certification exam?” Candidatesor applicantsmust submit theBOC Accommodation Request Formcompleted by a Qualified Health Care Provider or an authorized University Representative. Completethe following form if you are requesting one or more accommodation based on the recommendation of a qualified professional. The request(s) must be specific as to the nature of the disability. Documentation must clearly support each accommodation requested. The documentation should not be older than four years prior to the application and should be uploaded within the BOC profile in the Application or Registration form. The BOC will not accept emailed documents. To be considered for exam accommodation(s), a candidate or applicant must submit a request for exam accommodations with supporting documentation demonstrating a physical or mental impairment exists that substantially limits a major life activity,with a request for reasonable accommodation that relates to that impairment,or provide proof of receiving previous exam accommodations. The BOC will review each request to determine whetherreasonableaccommodation is warranted. Approval for reasonable accommodation(s) is determined solely based on the candidate’s or applicant’srequest showing evidence of a documented disability or temporary medical condition necessitating reasonable or temporary exam accommodation(s). The BOC may request additional documentation at any time from the candidate or applicant and/or their qualified health care professional(s) or authorized university representative to support the requested exam accommodations. The BOC will only communicate with the candidateor applicantand will not communicate with outside parties (parent/guardian, spouse, program director, health care providers). Documentation cannot be dated older than four years from the date of submission. *Some documentation outside of the Request for BOC Accommodation Form may be considered based on diagnosis.Testing Accommodations HandbookBOCATC.ORG 6 Examples of documentation that will not be considered: • Patient records from online patient charts/portals • Letters provided on prescription pad • Email correspondence between health care professional and candidateor applicant • Proof of receiving accommodation(s) at the college or university level; anauthorized University Representative may complete the BOC Accommodation Request form PROCESSING TIME The BOC processes applications and registrations containing accommodation requests in the order they are received. Candidates or applicants requesting accommodation(s) are still required to submit their forms by the posted deadlines to be eligible for any specific exam window. If a request needs additional information or documentation, the candidate or applicantwill not be provided with an extension to the stated deadlines to correct and resubmit. For this reason, we suggest candidates or applicantssubmit their requests within their application so that any deficiencies can be addressed in their registration. Applications and Registrations are reviewed within 2-3 business days. APPROVAL Candidates or applicantswill be notified of their accommodation approval within their application and/or registration as well as their BOC360 profile. Approved accommodation(s) will be sent to Meazure Learning by the BOC. Candidates or applicantswill be asked to confirm their accommodation during each exam registration window. What to Expect When Scheduling Your BOC Exam with Accommodations At the beginning of the scheduling window, candidates or applicantswill receive a Notice to Schedule from Meazure Learning. Candidates or applicantswith approved accommodation(s) canlog in and request their exam site and location. However, your scheduling request should not be considered final until you receive your official Scheduling Confirmation Notice from Meazure Learning. It may take a few extra days for Meazure Learning to confirm the accommodation is available at requested sites. Scheduling is provided on a first-come, first-servedbasis. The site and location you select may not be able to accommodate your request on your preferred day; therefore, candidates or applicantsshould request to schedule as soon as the scheduling window opens to receive the best chance of getting your preferred spot. You will be contacted by Meazure Learning via email within three (3) business days of submitting your scheduling request, either with the Scheduling Confirmation Notice to confirm your requested appointment time or with other scheduling options. CHANGE IN APPROVED ACCOMMODATIONS Candidates or applicantswho have had accommodation requests approved within their application will be asked to review the approved accommodation(s) during their registration process. If new accommodation(s) are requested that were not previously approved, candidates or applicantscan make any adjustments at that time provided they have additional supporting documentation. Candidates or applicantswho wish to decline previously approved accommodations should reach out to the BOC in writing through their BOC360 profiles to request that they be removed from the specific window. Candidates or applicantscannot schedule without their previously approved accommodation before they have notified the BOC in writing. Testing Accommodations HandbookBOCATC.ORG 7 APPEAL OF DENIED ACCOMMODATION REQUESTS If a candidate’s request for accommodation is not approved, the candidate or applicantsmay initiate an appeal. Appeals must be made in writing to Credentialing Operations. The appeal should include all information that indicates why the accommodation request should otherwise be granted. Appeals must be received no later than 5 p.m. CT on theexam registration deadline date for the exam window the candidate or applicantis requesting. Failure to appeal within the allotted time will render the original decision final. Appeals are reviewed on a case-by-case basis. Authorized University Representative: An individual employed by the University who is authorized to provide personal information on candidatesor applicants. You are asked to provide the candidate’s or applicant’s diagnosis including information on how the disability substantially limits one or more major life activities. The purpose of the accommodation request should be to best ensure that the candidate’s or applicant’s results reflect what the examination is intended to measure rather than the individual’s impairment.
