In February, we published The 2017 Annual Report that includes the many activities we were involved in this last year. I’m excited to report that 93% of all Athletic Trainers (ATs) completed their certification maintenance requirements by the December 31, 2017 deadline. I’m also proud to announce the total number of Certified ATs has surpassed 50,000! In March, BOC Board of Directors welcomed 2 new directors to the Board; Diana Settles, Corporate/Educational Director-Elect and René Revis Shingles, AT Director-Elect at our first face-to-face meeting of the year. Both René and Diana will continue to observe and be mentored until their official terms begins in January of 2019. During the March 2018 Board meeting, we had extensive discussions about the environment in which ATs are working. The ever-changing healthcare environment and the athletic training educational transition process were major topics. However, we also had wide-ranging discussion on the many ways and places ATs are using their skills to assist our vast population of stakeholders. We continue to monitor the regulatory climate; while ATs and other professions continue to face real challenges regarding occupational licensing. When you review The 2017 Annual Report you will see the extent to which we are assisting state regulatory boards in their responsibility for public protection. The Portfolio Pilot Project was completed at the end of 2017 and 500 ATs participated in the pilot. Many thanks to those ATs who participated in this very important project. The Board is currently reviewing the executive summary on the project and look forward to reading the full report soon. We are grateful for the work of this group and the leadership of Gail Samdperil, EdD, ATC. Samdperil will be presenting on the project at the NATA Annual Meeting and Symposium in New Orleans. We’ve mentioned the Maintenance of Competence (MOC) Task Force in previous editions of Cert Update. The MOC Task Force has representatives from all members of the Strategic Alliance. This task force has been charged with the following: 1. Identify strategies that allow for demonstration of maintenance of competence beyond accumulation of CE credit alone 2. Recommend enhancements of the current recertification system that allows for varied educational and assessment activities needed to ensure the maintenance of continuing competence 3. Identify the components of self- assessment module(s) and the subject matter areas that can be offered for future CE credit During the past 9 months, we have had 2 pilot development group meetings. Both groups produced drafts that were reviewed by the MOC Task Force during their meeting in April. In addition, the executive summary of the Portfolio Pilot Project was shared with the MOC Task Force. Going forward in 2018, the MOC Task Force has developed goals for the next 1-3 years; to develop pilot programs for the components outlined in their draft recommendations. The purpose of the pilot projects will be to gather feedback from practicing ATs before any final recommendations are made. Please remember the BOC’s policy, any recommendations that could impact the certification maintenance requirements will be distributed to all ATs and regulatory boards for public comment before the Board takes final action. The BOC will continue to keep you updated as the MOC Task Force continues their work during their 7-10 year project through our website, e-blasts, Cert Update, the Strategic Alliance and other communication channels. Diana M. Settles, MAT, ATC will take office in January 2019 following a year of mentorship and learning. Diana was appointed by the BOC Board of Directors following a nomination process guided by the Nominating Committee. Candidates were asked to demonstrate an interest in health and safety through a willingness to be a public advocate for consumers of athletic training services. Candidates could not practice as a BOC Athletic Trainer as their primary means of employment. ATs who meet the qualifications are encouraged to apply. If you are interested in submitting your name as a potential candidate, please visit the BOC website for the application, bylaws, election guidelines and a detailed job description outlining the qualifications, responsibilities and time commitment. Applications, résumés and additional information will be reviewed by the Nominating Committee. The Nominating Committee will select candidates to interview and then conduct interviews via phone to select the individuals who will be placed on the election ballot that will be presented to ATs at large. C all for B OC B oard of D irector C andidates Board of Director Election This Fall!6 | summer 2018 www.bocatc.org BOC continuing education (CE) requirements are intended to promote continued competence, development of current knowledge and skills and enhancement of professional skills and judgement. CE programs must focus on increasing knowledge, skills and abilities related to the practice of athletic training. CE programs must be intended for credentialed healthcare providers and wellness professionals (BOC Certification Maintenance Requirements). BOC Certified Athletic Trainers (ATs) gain and expand their knowledge and skills through continuing educational activities (e.g., symposia, workshops, certificates of added qualification) as part of their commitment to life-long learning. From time to time the BOC is contacted with questions about AT practice, knowledge, intervention and skills. Questions from employers and ATs are sometimes in the vein of “can our AT do this?” BOC certification signifies to the public that the ATC ® credential holder has demonstrated entry-level competence in the practice of athletic training. 49 state regulatory agencies rely on the BOC exam as eligibility for credentialing in their jurisdiction. When asked, the BOC’s first question is “what does your state practice act or the rules and regulations say on this question?” Best practices in prevention, clinical evaluation, therapeutic interventions, etc., are constantly changing. It is estimated that by 2020 the knowledge base in medicine will double every 73 days[1] (Johns Hopkins article). ATs possess the fundamental knowledge and skills required to learn emerging, cutting edge skills to keep up with best practices. Consequently, ATs and all their colleagues in healthcare must continue to maintain and expand their knowledge, skills and abilities to ensure and enhance the care of their patients. However, expanded knowledge and newly acquired skill does not automatically mean the AT can legally perform new interventions in their patient care. BOC Standards of Professional Practice (BOC Standards) guide the AT in their practice and speak to the question of how new knowledge and skills can be applied in their patient care. The ultimate determination of the question of whether an AT can use the new knowledge, skills and abilities in patient care is determined by: 1. The language in the state practice act for athletic training (BOC Standards - Code 3: Professional Responsibility 3.2) 2. The directing or collaborating physician (BOC Standard - Standard 1: Direction, Code 3: Professional Responsibility 3.3) 3. Completion of training and demonstration of competence in the new skill (BOC Standards- Code 2: Competency- 2.1-2.2) Note: ATs may have to produce evidence of appropriate training and demonstrate knowledge and competency in the newly acquired knowledge or skill. The BOC will defer to state regulations regarding the practice of athletic training. The practice acts and rules and regulations for all jurisdictions that regulate AT practice can be found on the BOC website. The BOC receives requests regarding advanced skills, such as dry needling and Electromyography (EMG). The Board developed a statement last year and due to the number of increased requests, we have published the statement below: BOC Statement: Athletic Trainers and Advanced Skills BOC Connection | Continuing Education www.bocatc.org SUMMER 2018 | 7 The redesigned AT203 - Continuing Education Reporting Form includes a “CEU Summary,” which allows you to calculate continuing education unit (CEU) totals. This feature was added based on feedback submitted by Athletic Trainers during previous reporting periods. When entering CEUs, click “Refresh Totals” button located in the “CEU Summary” to get an up-to-date calculation of your CEU totals. Check Out What’s New! • The “CEU Summary” section is located on the first page of the reporting form • Enter an activity and click “Refresh Totals” in the “CEU Summary” section to calculate your totals • Be sure to complete all 4 pages of the reporting form by clicking the “Next/Previous Button” to navigate from page to page Don’t forget to click the “Save for Later” button if you want to enter additional CEUs for this reporting period at a later time. You can find and edit saved forms by going to “Complete/Review a Form” and checking the “In-Process Forms” tab. Once you are completely finished, click the “Submit Form” button. Upon submission of this form, you will receive a final email confirmation and will no longer be able to modify your entries. Make it your goal to thrive and grow professionally during the next 2 years. Do this by seeking new continuing education (CE) opportunities rather than completing the same or similar programs as the previous reporting period. CE is intended to improve your knowledge, skills and care provided to patients. Help strengthen the athletic training profession by challenging yourself and your colleagues to sharpen your skills, gain new knowledge and add to your professional toolkit. As you plan your CE for the next reporting period consider the following: Explore new knowledge and master new skills and techniques Identify your educational needs and fill the gap. Select programming that challenges you to be the best AT you can be Promote advancement through enhanced learning. The care provided is a result of professional development Because we are accountable to the public, the BOC recommends ATs complete CE programs that will impact your practice and benefit patient outcomes. We discourage duplicating CE programs. The fields of medicine and science never stop moving forward — and neither should ATs. BOC Connection | Continuing Education8 | summer 2018 www.bocatc.org Prepare for a CE Audit with These Important Tips 1. Who does the BOC audit? The BOC audits 3 different groups: • ATs who submit CE requirements after the December 31st deadline • ATs who have received a sanction of an audit for disciplinary reasons • ATs selected randomly 2. How will I be notified of a mandatory audit? The BOC will notify you via postal mail and email if you are selected for an audit. Notices include step-by-step instructions for submitting all CE and emergency cardiac care (ECC) documentation electronically through BOC Central™. Log in to your personal profile in BOC Central™ to confirm your contact information is up-to- date so you do not miss any communication. The BOC can audit ATs up to 2 years after a reporting period ends so be sure to keep all supporting documentation in your personal file. As a BOC Certified Athletic Trainer (AT), there is a chance your continuing education (CE) requirements could be audited at any time. At first glance the word “audit” may seem intimidating or even scary. However, the BOC audit plays an important role in protecting the value and quality of your ATC © credential. An audit validates that you, as a credential holder, are: maintaining continual competence and enhancing your professional skills and judgment. The BOC is here to help take some of the uncertainty out of a CE audit by answering these common questions: 3. How do I submit my audit requirements to the BOC? Audit notices include step-by-step instructions for submitting CE and ECC documentation electronically. Once notified, ATs have 45 days to upload their CE and ECC documentation through BOC Central™. 4. What happens if mistakes are found during the audit review process? Each audit is reviewed individually. If an irregularity is discovered, our Compliance Coordinator will work with you on options to remedy mistakes. These irregularities will need to be replaced with activities that meet the BOC certification maintenance requirements. C onnect with the BOC BOC Connection | Continuing Education www.bocatc.org SUMMER 2018 | 9 SPOTLIGHT ON CONTINUING EDUCATION Category B, titled Professional and Scholarly Activities, provides Athletic Trainers (ATs) who are educators and preceptors with activities that can be counted as continuing education (CE). New for the 2018-2019 CE reporting period, ATs can earn continuing education units (CEUs) for participating as a preceptor for a Commission on Accreditation of Athletic Training Education (CAATE) AT program (see #5). As a reminder, ATs who have 50 CEUs due can earn up to 33 CEUs in Category B and ATs who have 25 CEUs due can earn up to 17 CEUs. Some activities that qualify for Category B are: 1. Author of an article for a refereed journal or home study program 2. Contributing author of a published textbook 3. Speaker or panelist at a conference or seminar 4. Participating member of a clinical research study team 5. NEW: Preceptor for a CAATE accredited athletic training program will be eligible to earn 5 CEUs per year for a minimum of 200 hours per calendar year of precepting For more information, please review the 2018-2019 Certification Maintenance Requirements document on the BOC website. Educators and Preceptors Can Benefit from Category B Athletic training and teaching are viewed as different professions. Athletic Trainers (ATs) receive continuing education units (CEUs) for continued competence, development of current knowledge and skills and enhancement of professional skills and judgment to maintain a practicing ATC ® credential. To earn continuing education (CE) credit, programs must focus on increasing knowledge, skills and abilities related to the practice of athletic training. For clarity, programs related to teaching a clinical skill, documentation or communication involve tasks in the Practice Analysis, 7th Edition (PA7) and qualifies for CEUs. Curriculum design or student assessment methods, however do not represent tasks incorporated in the PA7 and do not qualify for CEUs. Below are activities reported in Category B that DO NOT qualify for CEUs: 1. Teaching a college or university course is not eligible for CEUs 2. Athletic training program curriculum, admission requirements, paperwork requirements, student evaluations, future of the program, Commission on Accreditation of Athletic Training Education policies, etc. do not count for CEUs. CE credit is only available for educational content time that will help the preceptor deliver better care to patients 3. ATs are not eligible to receive CEUs for programs that involve curriculum design, classroom management, learning how to teach, etc. For more information, please review the 2018-2019 Certification Maintenance Requirements document on the BOC website.
